Letter to the Editor: The GAO’s review of the Native American Graves Protection and Repatriation Act

Dear Editor,

GAO is conducting this work in response to a request from the Senate Committee on Indian Affairs and the House Committee on Natural Resources. Key Researchable Questions:

1. To what extent have federal agencies complied with their NAGPRA requirements for their historical collections? 2. What is the role of the Review Committee in overseeing NAGPRA’s implementation and what challenges do they face? 3. What is the role of the National Park Service's National NAGPRA in facilitating NAGPRA’s implementation and what challenges do they face? 4. How many human remains and objects have been repatriated by federal agencies?

Agencies Involved in the Review:

• BIA, BLM, Bureau of Reclamation, National Park Service, U.S. Fish and Wildlife Service; • Department of Agriculture’s U.S. Forest Service; • U.S. Army Corps of Engineers; • Tennessee Valley Authority; Other agencies, on a limited basis – Dept. of Defense, the Dept. of Energy, the Dept. of Homeland Security, the Dept. of the Interior’s Indian Arts and Crafts Board, the Dept of Justice.
